PROBLEM TO BE SOLVED: To provide a level converter, adapted to adopting it in a high-speed semiconductor device, a signal converter having the level converter, and a signal-converting method accompanied by the signal converter. SOLUTION: The level converter has a converting portion for outputting the level-converted signal, having the different level from the one of an input signal, in response to the input signal; a delaying portion for delaying the level- converted signal of the level converting portion by a set delay; and a self- resetting portion for generating a reset signal, in response to the delayed level- converted signal of the delaying portion and for so giving the reset signal to the conversion portion as to set the pulse width of the level-converted signal outputted from the level converting portion to the sum of the set delay and the inside-operation delay of the self-resetting portion.
