PROBLEM TO BE SOLVED: To provide a radio transmitter for transmitting stream contents so that a terminal device can continuously reproduce the stream contents as much as possible by minimizing the required capacity of a radio channel in the radio transmitter for multicasting stream contents to a plurality of terminal devices with different requested quality from high quality to simple quality. SOLUTION: The stream contents are classified into basic information and one or more additional information hierarchized in accordance with requested quality, and a plurality of radio channels are prepared between a radio channel with high reliability, wherein transmission quality is high but radio wave utilization efficiency is low and a mass radio channel, wherein transmission quality is low but radio wave utilization efficiency is high. The radio transmitter has transmitting means 11 to 13 that respectively correspond to the radio channels, and an information allocating means 10 for allocating at least the basic information to a transmitting means for the radio channel with high reliability.
