PROBLEM TO BE SOLVED: To provide a means, etc., capable of relieving memory access and being operated at high speed. SOLUTION: This memory controller for controlling access to a memory by a central processing unit is provided with: a reading and judging part for judging whether a reading address the reading of which is requested is in a predetermined setting area in the memory when a reading request to the memory is received from the central processing unit; and a returning part for returning a predetermined piece of data when the central processing unit judges that the reading address is in the predetermined setting area irrespective of the contents of the memory.
