PROBLEM TO BE SOLVED: To manufacture a highly reliable plasma display panel at a low cost and with a high yield, by suppressing a dielectric breakdown failure caused by a defect such as air bubbles, contamination and the like in a dielectric layer. SOLUTION: In this plasma display panel having a pair of front surface side and back surface side bases disposed face to face so as to form a discharge space between the bases by a barrier plate, a plurality of electrodes disposed on the bases so as to generate discharge in the discharge space partitioned by the barrier plate, a dielectric layer formed on the base so as to cover the electrodes, and a phosphor layer formed on the back surface side base to generate light by discharge, the dielectric layer is provided with a first dielectric layer 23 formed on the electrode and made of low melting point glass and a second dielectric layer 24 formed on the first dielectric layer 23 and made of low melting point glass having a lower softening point than the softening point of the low melting point glass composing the first dielectric layer 23 and smaller inclination of a viscosity temperature curve.
