PROBLEM TO BE SOLVED: To provide a flat illumination device in which plasma generated by discharge is effectively utilized to the maximum and further in which it is possible to aim at improving brightness. SOLUTION: This device has plural pairs of flat discharge electrodes 12 formed nearly parallel to each other along the first direction X inner side of the first circuit board 11, a dielectric layer 14 formed inside the first circuit board 11 so as to cover the plane discharge electrode 12, and an insulating wall rib 24 formed at the inner side of the second circuit board 21 to form a discharging space 4 sealed up between the first circuit board 11 and the second circuit board 21, and the depth H1 of the discharging space 4 toward the second circuit board 21 from the first circuit board 11 is preferably 350μm or more and 600μm or less, and further preferably 400μm or more and 500μm or less.
