PROBLEM TO BE SOLVED: To provide a pay broadcasting charging system that charges viewing fees on a user in response to a viewing time of the user in digital broadcasting. SOLUTION: The digital broadcasting receiver of this invention is provided with an IC card 7 with a limited reception discrimination section 7a for generating an encryption decrypting key from ECM (Entitlement Control Message) data, a descramble section 3 that uses the encryption decrypting key to decrypt a received broadcast signal and a CPU 6 that controls the entire receiver. Every time periodically receiving the ECM data or a confirmation command from the CPU 6, the limited reception discrimination section 7a counts the number of reception times as the number of received ECM data or the number of received confirmation commands, records the counts to a prescribed memory area in the IC card 7 and calculates a viewing time depending on the number of received ECM data or the number of received confirmation commands to decide the viewing fees. When a non-viewing state/viewing state display discrimination section 7a2 for discriminating a setting state of non-viewing state/ viewing state display set by a user operation means discriminates the setting state of the non-viewing state display denoting stop of viewing, the CPU 6 allows the limited reception discrimination section 7a to stop counting the number of received ECM data or the number of received confirmation commands. |
