PROBLEM TO BE SOLVED: To provide an encoding and decoding technology that realizes a high compression rate and high image quality. SOLUTION: An image input section 12 acquires an image denoting a facial expression when a person utters words by each sound as a key frame KF. A voice recognition section 18 recognizes each sound included in voice data S acquired by a voice input section 16. An arrangement section 20 decides the arrangement of key frames KF so that the recognized sounds are arranged in order. A processor 22 acquires corresponding point information C between the adjacent key frames KF in the decided arrangement. A stream generating section 24 generate an encoded data stream CI in a form of including the key frames KF and the corresponding point information C corresponding to each recognized sound. |
