PROBLEM TO BE SOLVED: To provide a low price electromagnetic shielding panel in which a transparent conductive film is formed in the shape of a transparent plate and its electromagnetic shielding property is set to -10 to -20 dB. SOLUTION: This electromagnetic shielding panel is provided, for the purpose of electromagnetic shielding, with the transparent plate type transparent conductive film. As the transparent conductive film, a multilayer film of TiO/Cr/SnO, TiO/stainless-steel/SnO, stainless-steel/TiN, stainless-steel/TiO, TiN/TiO or a singlelayer film of TiN is formed from the transparent plate material by a sputtering method or the like. The surface resistance of the transparent conductive film is in the range of 30 to 300Ω/square.
