PROBLEM TO BE SOLVED: To provide a plant controller capable of improving control performance by setting a reference value whose generality is high in using a model to be controlled which is defined by using the reference value of the input or output of a plant. SOLUTION: A model parameter c1' which is irrelevant to the input/output of a plant is adopted to the model parameter of a controlled model, and the model parameter c1' to be calculated by a model parameter identifier 22 is supplied to a reference value setting part 25. The reference value setting part 25 executes the statistical processing of the model parameter c1', and calculates default opening deviation thdefadp indicating the deviation of the reference value. Then, a default opening THDEF being the reference value is corrected by using the default opening deviation thdefadp, and a corrected reference value THDEFR is calculated.
