An information delivery system, method, an information processing apparatus, and method which can preferably be used for delivering a content stream to an ordinary user in a simple and reliable way at a low cost. A personal computer (12) uses software supplied from a center system (4) to create a content file and an instruction file and transmits them via the Internet (1) to the center system (4). According to the instruction file from a client apparatus (2), the center system (4) encodes the content file to create content stream data, allocates the data in a moving picture delivery server (25), and causes it to deliver the data to a user terminal (3). The present invention can be applied to a content delivery system for delivering contents via the Internet.
