PROBLEM TO BE SOLVED: To provide a freight fixing device for a vehicle or the like not obstructive, easy to work and capable of avoiding unpleasant work. SOLUTION: An under floor housing type freight fixing device 1 having four belts B pulled out from an under floor to fix a freight on a floor, is provided with four belt winding up means 3 as retractors, two locking means 4 retained one per front and rear belts B, a belt winding in lock means 5 having the belt B pass between a main shaft 5a and a sub shaft 5b rounding around the main shaft 5a and locking the belt B by winding the belt B into the main shaft 5a with rotation of the sub shaft 5b, and an operation lever and release mechanism 6 arranged between the left and right belt winding up means 3 and performing locking and releasing operation of each belt winding in lock means 5 together. The operation lever and the release mechanism 6 have the operation lever 6a arranged to rotate in a front and rear direction and is housed under the floor at least in a release position.
