PROBLEM TO BE SOLVED: To provide a mortar-filled bolt joint construction mainly as a medium width precast reinforced concrete wall member which can be worked easily and perfectly for mortar filling while enhancing the seismic energy absorbing capacity without requiring any supports during wall member construction and installation, moreover, its manufacturing can be carried out easily at low cost. SOLUTION: A sheath pipe 9 and a spiral hoop 10 surrounding the sheath pipe are arranged at a leg portion 4 where the steel bars are embedded, and the mortar is filled and bolt jointing is performed by utilizing a cavity in the leg portion sheath pipe in this precast reinforced concrete wall member 3. At the leg portion 4 where the steel bars of precast reinforced concrete wall member 3 is embedded, spiral hoop 10 surrounding the jointing sheath pipe is arranged, a bolt erected from the base plate portion is penetrated through the sheath pipe 9 and mortar 8 is filled in the sheath pipe and tightened with a nut and the precast reinforced concrete wall member 3 and base plate portion are jointed together in the wall building construction.
