PROBLEM TO BE SOLVED: To provide a water-proof and vibration control floor structure, having excellent heat insulation and water-proof effect and capable of insulating vibration to a floor slab in a roof or in a room of a building when a machine or device causing vibration is installed on a finish layer. SOLUTION: This vibration control and water-proof floor structure in a roof or a room of a building is formed by stacking a waterproof layer B laid on the top surface of a floor slab, a shock absorbing body 1 laid on the waterproof layer B, and a finish layer C laid on the shock absorbing body 1. A vertically penetrating through hole 2 is bored in a part of the shock absorbing body 1, and an elastic body 3 is disposed in the through hole 2, and interposed between the waterproof layer B and the finish layer C, whereby with the compressive deformation of the shock absorbing body 1, the load is supported by the elastic body 3.
