PROBLEM TO BE SOLVED: To provide a device for manufacturing hydrogen with high energy conversion efficiency. SOLUTION: A photo-electrolysis elements consists of a conductive substrate 2, a positive electrode 5 and a negative electrode 6. The positive electrode 5 is composed of a platinum (Pt) layer serving as a charge separation material and the negative electrode 6 is composed of titanium oxide (TiO2 ) serving as a photocatalyst. The negative electrode 6 is constructed with titanium oxide interspersed in island (cluster) shapes, forming a columnar structure of a grown crystal formed by nucleating the island shaped titanium oxide of forming a further grown structure with a porous film shape. Among them, the energy conversion efficiency is highest in the case in which titanium oxide takes the columnar structure.
