PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor having a sufficiently short response time and excellent in mechanical and electrical resistances and to provide an image forming apparatus capable of attaining all of speeding up, downsizing and elongation of operating life. SOLUTION: The electrophotographic photoreceptor 1 has an intermediate layer 11 disposed between a substrate 11 and a photosensitive layer 16, comprising a bonding resin and fine metal oxide particles dispersed in the bonding resin and having 20-40μm thickness and a protective layer 15 disposed on the surface of the photosensitive layer 16 on the side remoter from the substrate 11 and comprising a charge transport material and a silicone resin having a three-dimensional crosslinked structure.
