PROBLEM TO BE SOLVED: To excellently and quickly inject a consolidation material by properly partitioning an injection section even if the driving length becomes long in a bedrock reinforcing construction method such as a tunnel tip receiving construction method and a face part reinforcing construction method applied when excavating, for example, a tunnel and an underground cavity. SOLUTION: In this bedrock reinforcing construction method, a plurality of expansive packers are housed and arranged at a prescribed interval in an excavating hole formed in bedrock, the consolidation material is injected via an injection pipe between the respective packers and the adjacent packers, and the consolidation material is permeated and solidified in the bedrock to reinforce the bedrock. The injection pipe for the packers for injecting the consolidation material into the respective packers is composed of a common single pipe body, and the consolidation material is simultaneously injected into the respective packers via the injection pipe.
