PROBLEM TO BE SOLVED: To reduce a moving time of a fuel assembly and to reduce flow rate adjusting work of nuclear reactor cooling water, in periodical check work of a nuclear power plant. SOLUTION: A shaft 2 is attached to a fuel fixing hoist 1, and a first support arm 3 and a second support arm 4 are attached to the lower end of the shaft 2. A fuel guide frame 5 is attached to the support arm 3, and a double type blade guide frame 6 is attached to the support arm 4. Before a fuel 7 is suspended, the guide frame 5 is moved onto an upper lattice plate above the fuel 7, and the fuel 7 gripped by a fuel gripping means 9 is suspended in the guide frame 5. When the lower end of the fuel 5 is suspended in the guide frame 5, the guide frame 5 is raised at the same speed as that of the fuel 7 and moved to a fuel pool.
