PROBLEM TO BE SOLVED: To provide a water based dispersion composition and a laminated film capable of producing a coating film high in an antistatic performance, in water resistance, in adhesion with the base material, and in blocking resistance. SOLUTION: The composition is a water based dispersion mixture wherein polyolefin resin particles and carbon black particles are dispersed into a water based medium, with the carbon black particles accounting for 30-1,500 pts.wt. relative to 100 pts.wt. of the polyolefin resin particles. The laminated film is made of this composition. The polyolefin resin is preferred to be a polyolefin resin modified by a carboxylic acid.
