PROBLEM TO BE SOLVED: To provide a driving device of a hydraulic motor capable of heightening the operating speed and the positioning accuracy with compatibility between them and simplifying its structure. SOLUTION: This driving device of a hydraulic motor includes a close circuit 30 for switching the discharge direction of a bi-directional discharge type first hydraulic pump 1 to supply and discharge hydraulic oil to the hydraulic motor 19, an open circuit 40 connected to the close circuit 30 to supply and discharge the hydraulic oil from a pilot pump (a second hydraulic pump) 3 to and from the hydraulic motor 19 by switching a servo valve 20, a position sensor 51 for detecting the operating position of the hydraulic motor 19, and a controller (a control means) 50 for operating the hydraulic motor 19 at a high speed by the close circuit 30 according to the detection value of the position sensor 51 and then operating the hydraulic motor 19 at a low speed by the open circuit 40 to make the hydraulic motor 19 approach to the target position.
