PROBLEM TO BE SOLVED: To apply inlet guide blades as a means for actively controlling the increase of the rotational speed when the load of a gas turbine is cut off. SOLUTION: The device has a control means 14 for opening/closing the inlet guide blades 9 of a compressor 2 when the load of the gas turbine 1 is cut off. The load of the compressor 2 is increased by introducing air into the compressor 2 when the load is cut off so that the increase of the rotational speed is controlled. The inlet guide blades 9 are applied as a means for actively controlling the increase of the rotational speed when the load of the gas turbine 1 is cut off.
