PROBLEM TO BE SOLVED: To improve engine characteristics such as output and torque, fuel consumption efficiency, engine durability and high rotation following performance or the like, to reduce engine noise, to compactify the engine, and to improve reliability, manufacturing performance and adjustment workability or the like. SOLUTION: A fulcrum member 25 is provided turning around a turning axis parallel with a camshaft 5, and an actuator 30 is provided turning the fulcrum member 25. An arced fulcrum zone 173 hugging a turning locus of a tip of the fulcrum member 25 is formed on a rocker arm 17 and the tip of the fulcrum member 25 is abutted on the fulcrum zone 173. By turning the fulcrum member 25 within an arc range of the fulcrum zone 173, a fulcrum position of the rocker arm 17 is changed and a valve lift amount is changed. A guide member 22 capable of moving only in a direction parallel with an opening and closing direction of a valve 8 is abutted on a top part of the valve 8, and a point of application of the rocker arm 17 is connected with the guide member 22 so as to freely bend.
