PROBLEM TO BE SOLVED: To provide a panel for forming a liquid crystal cell by which yield in manufacture of the liquid crystal cell can be enhanced and uniform cell thickness can be obtained and to provide a manufacturing method for the liquid crystal cell. SOLUTION: Since the cell thickness can be made uniform in the part where a sealing agent 2 for sealing a liquid crystal is disposed and the part where a dummy sealing agent 3 is disposed, by disposing the sealing agent 2 for sealing the liquid crystal on a frame-shaped black matrix 1 and disposing the dummy black matrix 18 in the position of the dummy sealing agent 3 disposed in a non-display area, ununiformity of the cell thickness between the central part and the peripheral part of the liquid crystal panel is eliminated and the liquid crystal panel having no display unevenness can be obtained.
