PROBLEM TO BE SOLVED: To provide a constitutionally simple filling member for use in facilities for storing and/or percolating rainwater and the like, which can be easily manufactured, efficiently transported and easily assembled in a job site, which has a high porosity, and whose storage part has a high degree of freedom. SOLUTION: This filling member 30 for use in the facilities for storing and/or percolating the rainwater and the like is constituted by vertically stacking a quadrangular flat plate material 31, which has incisions 32 on opposed outer peripheral sides, and another flat plate material 31 equal in shape to the above material 31 in such a manner that the incisions 32 are engaged with each other. The depth of the incision 32 is set at a quarter of the vertical height of the material 31, and the materials 31 are vertically stacked with no space between them in a state of being deviated by half the height.
