PROBLEM TO BE SOLVED: To provide a transparent substrate material capable of preventing fogging or the adhesion of waterdrops due to moisture condensation, capable of preventing the scattering of broken pieces if broken, having durable anti- fogging characteristics and also excellent in safety and crime preventing properties. SOLUTION: The transparent substrate material is constituted by forming hydrophilic hard polyurethane resin coating films on both upper and rear surfaces of a substrate and has good transparency, anti-fogging properties and scattering preventing properties.
