PROBLEM TO BE SOLVED: To provide a new cleaning agent for soil capable of efficiently removing a hardly-decomposable aromatic halogenated substance contained in the soil by merely spraying it to the soil without requiring a treatment facility of large scale for digging/recovering the contaminated soil and treating it, and provide a low environment load type cleaning method for a contaminated soil using the same. SOLUTION: The cleaning agent for hardly-decomposable aromatic halogen compound-contaminated soil comprises a metal complex compound of an iron group element (for example, iron) and a nitrogen-containing organic ligand (for example, porphyrin).
