PROBLEM TO BE SOLVED: To provide an electrolytic method which suppresses the generation of chlorine gas. SOLUTION: An anode chamber 23 equipped with an anode 24 and a cathode chamber equipped with a cathode are formed through a diaphragm 21. An organic electrolyte 31 containing sodium or potassium is added to liquid to obtain an alkaline liquid by electrolysis. Thereby the amount of chlorine gas generated during the electrolysis is suppressed.
