PROBLEM TO BE SOLVED: To provide a progressive punching die and a progressive punching device in which a punched hole of high quality can be formed. SOLUTION: In this progressive punching die which forms a punched hole while intermittently and progressively feeding an insulating film 20 to a plurality of areas arranged from the upstream side to the downstream side of the carrying direction, any one of an upper die plate 33 and a stripper plate 32 has a positioning pin 35 to position the insulating film 20 by inserting the positioning pin in a sprocket hole as the punched hole 23 formed in the insulating film 20 in the upstream side area 70 in the other area 80 on the downstream side of the area 70. The positioning pin 35 has a shape not agreed with the shape of the opening of the sprocket hole, and has a section inscribed with the center thereof substantially agreed with that of the opening.
