PROBLEM TO BE SOLVED: To provide both an apparatus for transferring a tape-shaped material, especially a wrapping material or a covering material for a rod-shaped article in tabacco industry with a treating apparatus 14 provided with tensile mechanisms 8, 10; 8, 10'; 8, 10" movable at an angle from the transfer direction of a material 1, composed so as to guide the material 1 for deflection from a moving passage thereof in order to form a tensile force through the tensile mechanisms 8, 10; 8, 10'; 8, 10" and equipped with a driving gear 12 for moving the tensile mechanisms 8, 10; 8, 10'; 8, 10" and a method for transferring the wrapping material or the covering material. SOLUTION: The driving gear 12 is formed so as to apply force actually regulable to a constant value without being influenced with positions of the tensile mechanisms 8, 10; 8, 10'; 8, 10" relatively to the tensile mechanisms 8, 10; 8, 10'; 8, 10". The force produced in order to load the material 1 is regulated to the constant value without being influenced with the degree of deflection.
