Fixed electrodes are disposed lengthwise the cylindrical body and connected to current source. Movable electrode is free to turn about cylindrical housing axis. Insulating shields are installed between at least one movable electrode and fixed electrodes and attached to these electrodes so that their working surfaces are slightly overlapping in cross section and uncovered by certain value over their length. Cylindrical housing has internal electrical insulation and external heat insulation. At least one movable electrode and fixed electrodes are attached to end plate.
