PROBLEM TO BE SOLVED: To provide a cutting tool of surface-coated cemented carbide with an abrasion-resistant layer having excellent adhesion performance. SOLUTION: This cutting tool of surface-coated cemented carbide comprises a tungsten carbide cemented carbide base material having an amorphous layer along an average depth in a range of 1-50 nm from the surface formed by arc ion plating surface treatment. On the surface of it, the abrasion-resistant coated layer is composed by physical vapor deposition and/or chemical vapor deposition, comprising (a) a lower coat layer comprising one or plural layers of a Ti carbide layer, a nitride layer, a carbon nitride layer, a carbonate layer, and a carbon-nitrogen oxide layer, and having 0.5-15μm average layer thickness, and (b) an upper coat layer composed of either or both of an aluminum oxide layer and an aluminum oxide-zirconium oxide mixed layer comprising a zirconium oxide phase dispersed in aluminum oxide base material, and having 0.5-15μm average layer thickness.
