PROBLEM TO BE SOLVED: To shorten the period of time to detect a damaged sheet block in a seepage control sheet laid at a retention facility. SOLUTION: The seepage control sheet management system comprises a seepage control sheet divided into a large number of baggy sheet blocks 1 to N, a vacuum pump 15 which causes the negative pressure suction to the inside of the sheet blocks 1 to N, and a control part 16 which carries out a first treatment for causing the negative pressure suction to the inside of the sheet blocks 1 to N by using the vacuum pump 15 and a second treatment for judging whether or not the sheet blocks are damaged from the pressure fluctuation of the sheet blocks for which the negative pressure suction is completed, where the first treatment to the first sheet block 1 then carries out the second treatment for the sheet block for which the first treatment is completed and the first treatment for the following sheet block successively and concurrently.
