PROBLEM TO BE SOLVED: To reduce the rotating angle of a bar in clamping by a toggle mechanism, and to carry out a clamping operation by small force. SOLUTION: A clamp arm 16 is pivotally supported at one end of a clamp arm 14 which is movable in a direction of contact/separation to the spring receiving part 5a of a fixed housing 5, and whose other end is pivotally supported at a spring holder 12 which holds a compression spring 13 inside. The toggle mechanism 26 fits the pin fitting part 18 of the clamp arm 16 to the pin 20 of a clamping member 19, and tightens the clamping member 19 to the housing 5 by turning the clamp arm 14. A restraint means 23 is provided to restrain a compression spring 13 in the spring holder 12 so as to have a bending quantity required for clamping in advance, and the clamping is carried out by the releasing force of the compression spring 13 at the end of the clamp operation of the clamp arm 14.
