PROBLEM TO BE SOLVED: To make a tubular reinforcing material against collision manufacturable in the small number of processes by imparting accurate bending shape and quenching to a metallic pipe material at the same time. SOLUTION: The inside of the metallic pipe material 10 is made into a sealed space by sealing both end parts of a metallic pipe 10 made of high-tension steel which is extended in a straight line. The metallic pipe material is heated to >=850 deg.C with a heating device. A desired bending shape is imparted by immediately conveying the metallic pipe material between press dies and performing press working by using the press dies whose temperature are relatively lower than that of the metallic pipe material to the metallic pipe material which is in the high temperature state of >=850 deg.C. In such a way, the tubular reinforcing material against collision which attains the impartment of the desired bending shape and quenching at the same time is obtained.
