PROBLEM TO BE SOLVED: To generate an OH free radical by a reaction of hydrogen peroxide and a metal ion and efficiently oxidatively decompose oxidizable components, such as organic substances, in water to be treated, without storing, carrying, and feeding of easily decomposable hydrogen peroxide. SOLUTION: A water treatment apparatus has an electrolysis vessel 1 into which water to be treated containing the oxidizable components is introduced, a cathode 2 which is disposed in the electrolysis vessel 1 and reduces oxygen to generate hydrogen peroxide, and an anode 3 which elutes metal ions generating the OH free radical by a reaction with hydrogen peroxide. In a water treatment method, the water to be treated is supplied to the electrolysis vessel 1 in the water treatment apparatus, and the oxidizable components in the water to be treated is oxidized by the OH free radical which is generated by the reaction of hydrogen peroxide generated on the cathode 2 by electrolysis and the metal ions eluted from the anode 3.
