A feed water chamber 4 for raw water, a drainage chamber 3 to discharge concentrated water outside, and a water collecting chamber 5 to take the permeated water outside are provided. The raw water is pressurized and fed to the feed water chamber 4, the permeated water passing through the tubular membrane from the inside to the outside in a process in which the raw water flows the hollow part of the tubular membrane is taken out from the water collecting chamber outside, and the concentrated water in the raw water not passing through the tubular membrane is discharged outside from the drainage chamber 3.
