PURPOSE: A system and method for controlling crime prevention using a security camera are provided to control the security camera using a security card to control crime prevention only when a user requires the control. CONSTITUTION: A system for controlling crime prevention using a security camera includes a user system(10), a certificate system(40), and a central control system(30). The user system has a security camera(12) for obtaining video information about a control area, a security card(16) storing security card information including user information and certificate, and a control terminal(14). The control terminal reads and transmits the security card information, sets on/off of the security camera according to certification result based on the security card information, extracts and stores only an image frame having a change in an image, and transmits the stored image frame. The certificate system issues the certificate stored in the security card. The central control system includes a central control server(32) that receives the security card information, carries out certification in connection with the certificate system and receives the image frame to monitor the image frame, and a control database(34) for storing the received image frame.
