PURPOSE: An apparatus is provided to prevent accidents and allow for accuracy of determination on the replacement cycle of the non-woven fabric roll. CONSTITUTION: An apparatus(10) comprises a support unit(16) for supporting an absorption member(18) for contacting the surface of a strip and absorbing moisture, in such a manner that the absorption member is attachable/detachable to/from the support unit; a measuring unit(28) for measuring weight of the absorption member; a transfer member arranged to reciprocate between the support unit and the measuring unit, such that the transfer member transfers the absorption member to the support unit or transfers the absorption member separated from the support unit to the measuring unit; and a control unit for calculating moisture content on the strip from the amount of moisture absorbed by the absorption member.
