PROBLEM TO BE SOLVED: To provide a recording and reproducing apparatus which can change a reproduction sequence of information recorded on a medium. SOLUTION: The recording and reproducing apparatus uses a recording medium having a recording region where compressed track information is recorded and a management region where index information can be written, and is provided with an optical pickup to read information from the recording medium, a record head to record information on the recording medium, and a control means to control the optical pickup and the record head. The recording and reproducing apparatus is further provided with an operating means which can instruct the recording of the information on the recording medium or the reproduction of the information from the recording medium and optionally change the reading sequence of the compressed track information recorded on the recording medium. When the operating means instructs the write of the index information, the control means writes a reading sequence on the management region of the recording medium so that the track information is read as a reading sequence instructed by the operating means.
