PROBLEM TO BE SOLVED: To provide a voice transmitter whose power consumption is reduced and a voice recognition device which speeds up recognition processing by securely detecting a voice segmentation section and improve a recognition rate by removing noise. SOLUTION: The device is equipped with the voice transmitter which supplies electric power to a voice transmission main processing part only while a talk switch is pressed and generates a noise-free voice signal by segmenting only a carrier detection area detected by a receiving detection part in the voice signal outputted by a delay unit as a voice signal and speeds up the processing by starting the recognition processing at the end point of the carrier detection section.
