The prepaid service provision system has a local cost processing centre (12A,12B) connected to a central processing mechanism (11). Each local cost centre has cost processing, memory and creation units and has access mechanism (14A,14B) which are activated by a user identification number. The central processing unit holds the identification numbers, and associates the numbers with the local cost centre.
