PROBLEM TO BE SOLVED: To appropriately generate interpolating data even when correct data can be read only sparsely. SOLUTION: This device is provided with a decision part 2 for deciding the error of data 1, first interpolation counter 4 for incrementing out a held count value each time the data 1 are inputted and updating that count value into value loading the inputted data or value incrementing the held count value on the basis of the decided result of the decision part 2, comparing part 5 for comparing the data 1 with the output of the interpolation counter 4, reference counter 8 for incrementing or resetting a reference count value on the basis of the decided result and the compared result of the comparing part 5, comparing part 11 for comparing the reference count value with a prescribed threshold, and second interpolation counter 12 for updating the held count value into value loading the input data or value incrementing the count value and outputting that value as interpolating data on the basis of the decided result and the compared result of the comparing part 11.
