PROBLEM TO BE SOLVED: To provide a voice synthesizer which improves the problem point that the application state of words registered in a user dictionary can not be controlled and the problem point that words can not be registered with efficiency. SOLUTION: The voice synthesizer is provided with a user-dictionary word priority imparting part 108 which performs priority processing of words so as to meet the priority of a word when the word is selected out of a plurality of word candidates meeting connection conditions, a user-dictionary word priority imparting rule storage part 107 which imparts priority to a word to be referred to when the priority processing is performed, a user-dictionary connection condition relaxing part 112 which relaxes the connection conditions according to the priority of the word registered in the user dictionary, and a user- dictionary connection condition relaxing rule storage part 113 which stores a rule for relaxing the connection conditions and controls the application state of the user dictionary by those respective processing parts.
