PROBLEM TO BE SOLVED: To provide an information recording and reproducing device by which high decoding difficulty and acceleration of access are made possible by encoding with key informations different by every packet. SOLUTION: The information recording device has an interface 65 for inputting prescribed information to be a plurality of packet data given as units of packet data, an encoder 11 for encoding inputted prescribed information respectively using a plurality of key informations 13 different in every packet data and a formatter part 12 for recording the encoded prescribed information in a storage area of a disk D and security can be more enhanced by performing encoding by using more pieces of key information compared with conventional ones.
