PROBLEM TO BE SOLVED: To easily and quickly decide the combination of solar battery modules constituting a system whose installation efficiency and power converting efficiency are high and an inexpensive power conditioner. SOLUTION: The full output power of various solar battery modules to be installed is calculated based on information to be acquired by a solar battery module information acquiring means 2 and a set solar battery module installation information acquiring means 4, and the number of two kinds of input terminals necessary for the input of the full output power is decided by a system number temporary deciding means 5. An input power to each input terminal is decided by a system capacity temporary deciding means 6, and the combination of the solar battery modules for outputting an adapted power is decided by a system solution candidate temporary deciding means 8. An inexpensive power conditioner is decided by a power conditioner temporary deciding means 7.
