PROBLEM TO BE SOLVED: To improve the power conversion efficiency by reducing the cut-off current and the heating of a semiconductor switching element. SOLUTION: A switch SW31 in which a diode D31 is connected in an anti- parallel is connected in series with the primary winding 21 of a transformer 2. A capacitor C3 is connected in series with the secondary winding 22 of the transformer 2, a switch SW4 in which a diode D42 is connected in an anti- parallel is connected across the winding 22 and the capacitor C3 connected in series with each other, and a switch SW41 in which a diode D41 is connected in an anti-parallel is connected in series with a switch SW42. A DC power is input across the winding 21 and the switch SW31, and a DC power is output from across switch SW42 and the SW41. The switch SW31 and the SW41 are conducted, the inductances of the capacitor C3 and the transformer 2 are resonated to store the charge in the capacitor C3, and, after the power is supplied, the switch SW42 is conducted and the charge stored in the capacitor C3 is discharged.
