PROBLEM TO BE SOLVED: To simply stabilize the transmission characteristic of a plurality of wavelength multiplexed optical networks by automating pre-emphasis setting in the plurality of wavelength multiplexed optical networks so as to dispense with manual setting by a maintenance person without increasing an apparatus load and apparatus costs. SOLUTION: A centralized management apparatus 3 connected to the plurality of wavelength multiplexed optical networks respectively through a monitoring control line 2-i (i=1 to (n) and (n) is an integer not smaller than 2) is provided with a variable factor monitoring means 312 for monitoring the variable factor of pre-emphasis setting in an optical transmitter in each wavelength multiplexed optical network and pre-emphasis control means 315 to 317 for individually adjusting pre-emphasis setting in the optical transmitter through the monitoring control line 2-i according to a monitoring result by the variable factor monitoring means 312.
