PROBLEM TO BE SOLVED: To provide a cleaning blade excellent in wear and chipping resistances. SOLUTION: The cleaning blade has a blade member 1 obtained by cutting a platelike cured body of a polyurethane composition and a holder 2 that holds the blade member 1, wherein a chemically bonded film 3 obtained by chemically bonding an unreacted isocyanate group in the blade member 1 to a modified silicone oil having a functional group capable of reacting with an isocyanate group has been formed on at least the cut surface side of the blade member 1 and the polyurethane composition forming the blade member 1 has an NCO index of 115-150.
