PROBLEM TO BE SOLVED: To realize a small size and a simplicity of a device and reduce the operating time required for sealing and improved quality of the enclosed container. SOLUTION: A mounting board 4, a high frequency heating coil 5 arranged under the mounting board 4, and a pair of mutually facing discharge electrodes 6, 6 are provided in the vacuum container 2. The enclosed container 8 mounted on the mounting board 4 comprises a bottom substrate 81, a front substrate 82, and a heated member 83 formed of a conductive material that is provided between these substrates. Frit glass 9, 9 are applied on the front and rear face of the heated member 83. By heating the heated member 83 with the high frequency heating coil 5, the frit glass 9, 9 are melted and the enclosed container 8 is formed.
