PURPOSE: To provide an electric double-layer capacitor which is capable of realizing low ESR, even in both an initial service and a long term service, and to provide its manufacturing method. CONSTITUTION: A base cell contains an electrolyte solution inside and is equipped with two opposed current collectors, two or more cells are laminated into a multilayered cell, while the current collectors are brought into contact with each other, an electrode plate is jointed to the outermost current collector of the multilayered cell for the formation of an electric double-layer capacitor, the current collector is of a matrix form where conductive particles are dispersed, and the material of the matrix of the current collector is an elastomer whose hardness Hs is set to 55 to below 85 at normal temperatures. The outermost current collector of the multilayered cell is bonded to the electrode plate through the intermediary of a conductive bonding layer, the conductive bonding layer has a matrix where conductive particles are dispersed, and the material of the matrix of the conductive bonding layer is an elastomer whose hardness Hs is in the range of 60 to 85.
