PROBLEM TO BE SOLVED: To solve a problem of a conventional separator wherein since a gas diffusing layer and a separator passage are blocked by excessive water from humidifying water and generated water, gas is not supplied to a catalyst layer, and thereby the fuel cell can not be stably operated. SOLUTION: The gas diffusing layer and the gas distributing groove of a conductive separator are prevented from being blocked by excessive water from humidifying water and generated water by applying a water repellent treatment to the side of gas diffusing layer facing the conductive separator and the gas distributing side of the conductive separator, and stable supply of gas to a catalyst layer can be secured.
